Is it true that the police can not stop drinking about a mile from the bar?

I have a business (bar-restaurant) in Orange County, California. My company is a separate building and has its own parking. My company has a license to serve beer and wine, most of my clients are my business not to drink beer and wine. The problem I have is that policies come to my company, and driving around my block so often during my business hours. It really scared my client here. Also park in the square next to my company, so when my customers leaving the bar, that stored and alcohol test. Since this happened, they ran voice over, I lost many customers, and it really effects my business. I was losing a lot of money for the month. My question is legal to do that if it is how to stop it. Please help me, I really appreciate it. PS Please correct me if I'm wrong but I can not come to our company without cause, and I can not stop my client within a mile

Parking can leave seems doubtful. The radius of a mile is false. Thank God. Drunks should not drive.
